Can I apply for a SSN while waiting for a work permit

It doesn’t matter the state in this situation. The SSA doesn’t have different rules depending on the state.
Being a work permit applicant generally doesn’t entitle you to an SSN. If you don’t already have one because of other statuses you hold, then becoming an applicant doesn’t likely entitle you to one either.
Once you get that work permit, then you should be able to apply for and get an SSN.
You can usually get an ITIN at any time – it can’t do everything an SSN can, but it’s helpful for paying taxes and building credit, sometimes. Would that suffice until you get your SSN (just remember to send letters to the IRS requesting to combine records once you get your SSN).
